Q - Good afternoon, sir.

A - Good afternoon.

Q - This is a tremendous summit with all heads of state here trying to push Africa forward. So, what does this mean in the trade volume for French government and Africa as a continent ?

A - You mean what is it meaning for France ?

Q - Yes.

A - A lot. It is very important. We wanted this summit to be a success and it’s obviously an enormous success. I think it’s a very important step in the relation between the African continent, African countries and France. We are definitely in the 21st century. We want to work for the future, for the next generation. And we wanted to be very constructive. We wanted to have a win-win partnership between France and French companies and Africa companies, all the countries, on the continent. And I think that we were waiting for three-four thousand people, we had seven thousand people yesterday, plenty of CEOs, African CEOs, French CEOs, very high level, a lot of companies being present, a lot of contacts, and I want to say that I was very much impressed by the fact that there is a kind of a special spirit during this summit, you know, a kind of enthusiasm, real friendship, the willingness to build together, to do these things for the future together, and many, many contacts. We will have to, of course, implement in the follow-up of all this. This is my job, one of my jobs and the job of our teams. But for now, I can say that it’s a real success. We have been announcing yesterday something like 23 billion euros investments. They are mainly, essentially private investments. 14 billion I think French investment, 9 billion African investment in Africa, also in France. I think it’s a very good sign that this summit is a success. We are building a win-win partnership for the future.

Q - In which areas they are making investment in Africa ?

A - Infrastructures, transport, energy, health, agriculture, food industry, new technologies, digital. I can give you the file if you want. But, you know, in the field of agriculture, it’s one billion. Blue economy is 3.3 billion. I discussed yesterday with the society, the chairman of CMA-CGM, they are making something like one billion euros investment in the Mombasa port. It’s very important for all Africa, not only Kenya, all of Central Africa. We also have something like 250 million in the bank and financial services 300 million in industry, 3.7 billion euros in the digital, especially with Orange and other companies investing for the future. 942 million in the health sector, 4 billion in energetic transition, and I could go on. So, you see, it’s very concrete. It’s not only words, it’s not only a summit where we meet, we have exchanges, we share our positions, it’s a very concrete summit, and I think it’s very important for the future.

Q - So, you earlier said… the body language, you were impressed by the enthusiasm of participants.

A - The spirit of the summit.

Q - Yes. So, can you give us a projection ?

A - What do you mean by a projection ?

Q - Projection, like the outcome, like in the next one, two, three years.

A - I mean, it’s evident. I mean, in the coming 20 years, Africa will double its population. It’s a very young continent. And we want to work with the youth and build the future for these young generations and the following. And this is also what is behind this summit, the spirit, the sense of this summit. So, we can discuss about the two or three coming years, as you asked me, but we also have to think of the 20 and 30 coming years and this is the aim. In the very short term, we have to implement. We have to go on, we have to work, we have to multiply meetings. I think it’s my job that French companies, especially SMEs or ETI, you know, in terms of size, big SMEs, they have to come more in different African countries. And the idea is that we’re not here to sell. We have to build partnerships. We are here to implement these partnerships in the way of creating jobs, creating activities in the African countries and also in French countries. It’s beneficial to both countries, both parts of this deal. Some, they just come, they sell, and they go back. They come, they construct, and they leave. We don’t want to leave. We want to build win-win partnerships that are reliable. And France is reliable. France is just not only selling its technologies or products. France is trying to build a new way of acting with Africa. This is why I was saying that we are in the 21st century. We were used to a certain way of acting, of working together in the past. We have to change. This is President Macron’s, I think, very important input. He pushed for that. And his counterparts, heads of states, heads of government in Africa, in various countries, they are in the same spirit. So, the spirit has changed. And I think that France, as one of the leaders of Europe, is very much contributing to this. And this summit, which is very particular, it’s the first time we have such an important and successful summit, is a very important step for the future.

Q - Thank you so much because you highlighted what I wanted to hear. You said the spirit has changed.

A - Yes.

Q - That was why I mentioned what is your projection in the next two years. Because you know why ? You know why ? We’ve been having all kinds of summits. And we started and then we don’t see the delivery. Because that is what CEOs of different organizations, captains of industries are talking about. Delivery, execution. Let’s see it happen in Africa.

Q - We see numbers and results.

A - This is concrete. It’s very clear. We’ve never had such an amount of confirmed investments. And it will go on. I know that some issues on which some companies, African or French, are working on, they are not in these files. They will be announced later on. We have to work hard because it’s evident that between Africa and France, Europe and France especially, according to its special links with a lot of countries all over the continent, it’s evident that there is a form of continuity and, how to say, I would say normal partnership to build. It’s normal, but we just have to implement it. And this is what we wanted to say during this summit.

Q - And the President Macron said, it’s time to look forward.

A - Exactly. The name of the summit is Africa Forward. And what is very important… I am a politician ; I’m trying to remain myself and I’m also elected in my constituency. I know what the people want. They want to build the future and they want to know how the future will be for their kids, for their grandsons and granddaughters. I mean, it’s very important to give answers, concrete answers to this dream in a world which is very much brutal. You know, we know that the economic tectonic plates are moving very, very strongly and they have shocks. And the international trade is very difficult today. So, if we don’t build some reliable, sustainable, long-term partnerships, win-win partnerships with our friends, we won’t be able to face this terrible world going on for the moment. What is happening between Africa and France, and Europe more generally, is, I think, a very strong answer to this situation and the fact that our population and the young generations in the African continent, which is a young continent, they need answers from the states and the companies. And this is what we’re trying to implement in this summit. I’m telling you this with my heart, you know, it’s not just a speech because we have acts.

Q - Thank you so much. Can you state your name and designation for the record ?

A - I am Nicolas Forissier. I’m the foreign trade, international trade and attractiveness minister for France.

Q - My last question in English is about facing a challenge. And in Africa you have a competitor, China. What do you France see about China influencing our continent ?

A - I’m not making any comparison. Chinese are a very big country, very present in Africa. We are just proposing deals, partnerships that are giving answers to those challenges. And our offer, France and Europe more generally, is a reliable long-term win-win answer. You know, we don’t just come, build something and go. We want that the partnership to be really beneficial to the African countries or companies with which we’re doing these partnerships. I hope I was clear.

Q - You were very clear.

Q - Est-ce que vous pouvez résumer en français ce que vous avez dit en anglais s’il vous plaît ?

R - Je voulais dire que ce sommet Africa Forward, organisé par les autorités kényanes, avec le partenariat de tous les pays africains qui y participent et par les organismes français que sont Business France, BPI France, les administrations françaises, ce sommet est une réussite. Nous avons accueilli hier, je n’ai pas le chiffre pour aujourd’hui, 7.000 participants là où nous pensions en avoir trois, quatre mille. C’est clairement le double. Nous avons signé ou annoncé pour 23 milliards d’euros, on n’a jamais connu un tel chiffre à l’issue d’un sommet Afrique-France, 23 milliards d’euros d’investissements privés confirmés. Je peux vous redonner les chiffres si vous le souhaitez, puisqu’ils sont assez intéressants, ils montrent la diversité des secteurs dans lesquels ces accords ont été annoncés et sont confirmés. Vous avez 14 milliards d’investissements français, 9 milliards d’investissements africains, en Afrique, mais aussi en France. Nous avons particulièrement un milliard d’euros qui sont annoncés dans le secteur de l’agriculture, qui est un sujet qui m’est cher. Nous avons, dans l’économie bleue, je pense notamment aux investissements du groupe CMA-CGM sur le port de Mombasa pour près d’un milliard d’euros. Nous avons au total sur l’économie bleue 3,3 milliards d’euros d’investissement, parce qu’il y a aussi un projet de mine entre le Liberia et la côte-ouest de l’Afrique. Nous avons, dans le secteur bancaire et financier, 250 millions d’investissements pour améliorer le fonctionnement de ces secteurs. 300 millions d’euros d’investissements annoncés dans l’industrie, je pense par exemple à des investissements comme celui du groupe Castel. J’ai eu récemment l’occasion au Bénin de visiter leur usine, la bière nationale. Ils ont prévu un investissement de 280 millions d’euros supplémentaires sur la nouvelle usine. Nous avons d’autres exemples de ce type. Dans le numérique et l’intelligence artificielle, 3 milliards (inaudible) d’euros d’investissement, c’est assez considérable, notamment ce qui est prévu dans le cadre d’Orange, (inaudible) podcasts, de l’intelligence artificielle, avec beaucoup d’entreprises qui interviennent. Nous avons dans le secteur de la santé 941 millions, pour être précis, d’investissements annoncés. Dans la transition énergétique, 4 milliards d’euros. Donc ce sont des investissements extrêmement importants. C’est une étape, il y en aura d’autres. Ce qui est important, c’est de voir qu’il y a une dynamique, une nouvelle étape qui est franchie à l’occasion du sommet et une dynamique qui s’enclenche, qui va être beaucoup plus forte, beaucoup plus rapide, beaucoup plus concrète aussi que ce que nous avions connu. Déjà, qui était pas mal, la France est un pays très important dans les économies africaines. L’Afrique est un client important de la France, mais aussi un fournisseur important de la France.

Mais nous voulons vraiment aller plus loin. Ce qui compte, c’est de construire l’avenir des nouvelles générations. L’Afrique est un continent très jeune, qui va doubler de population d’ici 2050. Et évidemment, il y a une logique et même une obligation, à la fois stratégique, mais j’ai envie de vous dire affective, de construire et de développer ce partenariat entre les États du continent africain et la France, et l’Europe plus globalement, la France étant un des leaders, évidemment, de l’Union européenne. 
Je voudrais aussi ajouter que ce qui m’a semblé extrêmement intéressant et même ce qui m’a beaucoup frappé, beaucoup ému presque, durant ce sommet, c’est cette ambiance incroyable d’enthousiasme, d’amitié, de franchise, de capacité à échanger, de capacité à construire l’avenir, à imaginer l’avenir. Dans tous les domaines, j’étais ce matin, lors du forum d’affaires entre la France et le Nigeria, sur une discussion qui était vraiment une discussion qui reposait sur une vision. Et c’est exactement ce que le président de la République, comme le président Ruto et l’ensemble des chefs d’État, des grands CEOs qui se sont exprimés, j’ai pu le voir ce matin en particulier, à l’occasion du forum de la rencontre entre les chefs d’État et les grands chefs d’entreprise africains et français, il y avait vraiment une vision partagée, la volonté vraiment d’aller de l’avant. Donc c’est de l’enthousiasme, c’est de la franchise, c’est de l’amitié, je pense. Comme dans toute amitié, parfois on s’engueule un peu, c’est normal, il peut y avoir des différends, mais on sent qu’il y a derrière tout ça une volonté de régler ces différends. D’ailleurs, c’est ce qu’a dit le président Macron ce matin, c’est ce qu’a dit aussi le président Ruto, il faut qu’on règle les questions, qu’on avance, qu’on soit concrets. C’est en ce sens que je dis qu’au fond, ce sommet marque de façon assez éclatante, très forte, le fait que nous sommes dans un nouvel état d’esprit, nous sommes tournés vers l’avenir, nous sommes dans le 21e siècle, nous ne sommes plus dans le 20e siècle, nous avons changé les uns et les autres les méthodes. Et je veux vraiment porter ce message auprès des entreprises françaises. Il faut qu’elles viennent nombreuses. Le potentiel de l’Afrique est considérable. La logique de notre partenariat est évidente. Ça doit être un partenariat gagnant-gagnant. Et il faut que les entreprises françaises prennent toute leur part à cet effort. Je sais que du côté africain, il y a aussi beaucoup d’enthousiasme et de volonté d’y parvenir.
