Sudan - London Sudan Conference (16 April 2025)

On Tuesday, April 15, 2025, the second anniversary of the conflict in Sudan, Minister for Europe and Foreign Affairs Jean-Noël Barrot co-chaired the London Sudan Conference alongside the United Kingdom, Germany, the African Union and the European Union.

This high-level gathering saw the participation of 22 countries, as well as international and regional organizations, that are part of the international response to the conflict in Sudan. This conference follows on from the International Humanitarian Conference for Sudan and its Neighbors put on in Paris one year ago by France, Germany and the EU.

Of the €‎950 million announced during the International Humanitarian Conference for Sudan and its Neighbors, €522 million will be mobilized by the European Union and EU member states, including France, which has allocated €50 million.

The clashes between the Sudanese Armed Forces (SAF), the Rapid Support Forces (RSF), and allied armed groups has led to one of the worst humanitarian crises on the planet: 30 million Sudanese – over half the population – are in need of emergency assistance; 12 million people have been forced to flee their homes, including three million who have fled to neighboring countries; and famine is rife in the displaced persons camps in northern Darfur and the western Nuba mountains. These clashes risk creating major destabilization in the region.

One of the objectives of this conference was to unite international efforts to respond to the humanitarian crisis, promote a negotiated settlement of the conflict, and, in time, restart the transition to a civilian-led government, preserving the unity of the country.

France is deeply concerned by the announcements made by different actors regarding the unilateral formation of a government outside of any conflict resolution process. Sudan’s unity must be preserved.
